The Virtual Learning Coopertive is managed by River Valley Technical Center School District and has formed partnerships with Springfield School District, Burlington School District, Florida Virtual School, Community College of Vermont, Marboro College Graduate School, Learning Network of Vermont, and Global Classroom to serve Vermont’s public school needs for opportunities in distance-education. VTVLC is sponsored by the Vermont Department of Education.

 
River Valley Technical Center

The River Valley Technical Center School District supports the mission of high school students throughout the service region that includes Springfield Schools, Chester schools, Ludlow schools, Bellows Falls Schools and Fall Mountain Regional School District. The vision of the center is “Educating Today’s Students for Tomorrow’s Careers” and it is evident by the dedication of the learning community to teach 21st century skills, integration of technology, and distance-learning modalities to over 300 students each year. RVTC will spearhead the efforts of the Vermont Distance-Learning Initiative by:

 

  • Providing a Project Coordinator for the VTVLC that will coordinate all efforts for the project. Flexible work scheduling will allow this .5 FTE position to attend to project duties as outlined in this proposal. Specifically, the Distance Education Coordinator has vast experience and expertise in deploying Learning Management Systems, conducting online learning, instructional design and managing distance-learning teams.
  • Providing a .4 FTE Distance Learning Technology Specialist to work with Global Classroom and all schools involved in the project for support of technologies and network configurations.
  • Additional services from RVTC include office support, facilities in-kind and superintendent services as required.
 
Springfield School District

Springfield School District
The Springfield School District serves 1500 students in five schools: three elementary schools, a middle school, and a high school. It is the mission of The Springfield Schools to empower individuals to think, learn and act intelligently; to develop self-worth; and to conduct themselves with integrity and concern for others.

 

Springfield School District will serve as the LEA for this grant and provide business administration and fiscal services for the funding of the project.

 
Burlington School District

The Burlington School District has nine schools, a budget of over $50 million, and a staff of over 800 people. The mission of the Burlington School District (BSD) is to engage its 3600 students in a rigorous, well-rounded education by providing high-quality teaching in a 21st century learning environment. We strive to engage all students in preparation for higher education, career and civic life.

 

Burlington will provide advisory support to the grant, and will be a participating school in the project. Specifically, the Director of Information Technology will participate in the grant leadership and planning team. He has experience coordinating distance-learning systems on the Global Classrooms platform, and has experience managing Title II-D grant programs for his LEA

 
Marlboro College Graduate School

Drawing on more than a decade of experience, the Marlboro College Graduate School has created certificate programs based on their master's degrees for learners who want cost effective, part time programs. This certificate teaches the basic application of the design, implementation, evaluation and integration of technology into online and blended learning environments. Students will learn about the foundations of instructional technology, current web media production, and how to create technology-enabled learning materials.

 
Community College of Vermont

The Community College of Vermont provides expertise in three areas. As a dual-enrollment provider, CCV will be able to coordinate efforts to plan and implement dual-enrollment programs with VTVLC. In addition, CCV has several years of experience in implementing distance learning. Lastly, CCV will provide a key element in the professional development process for VTVLC in providing the EDU-2480-VO01 Intro to Online Teaching course. This course introduces learners to the pedagogy, methodology, and facilitation methods necessary for effective online instruction. Topics will include: online course design, facilitating online dialogue, using the web as a resource, building community and collaborative learning in the online classroom, and evaluating the progress of students in online courses.

 
Learning Network of Vermont

The Learning Network of Vermont (LNV) is a school-based video-conferencing system, which supports school-to-school collaborations, virtual field trips, distance learning opportunities, and access to meetings/trainings for staff members.

LNV will allow participating schools to engage in face-to-face meetings that will support the educational opportunities of the Distance-Learning Initiative. Scheduling, connectivity, and equipment usage is funded by LNV to supported schools.

 
Global Classroom

Global Classroom located in Burlington Vermont, provides LMS software as a service to K12 schools nationwide.
Over 40 schools are using or testing Global Classroom services. They include Burlington, Vita Learn, Vergennes,
Learning Works (DOE) and Montpelier to name a few.

 

  • Global Classroom will provide contracted hosting and technical support for the VTVLC.
  • Global Classroom will provide all schools in the state with a branded eSchool
  • Global Classroom will provide teachers with support to setup their digital classroom
  • Global Classroom has over 70 online courses for teacher professional development and graduate credits (partners in UVM, Champlain College, Southern New Hampshire University and the Champlain Valley Educator Development Center)
  • Global Classroom will provide professional development resources at no additional cost
 
Florida Virtual School

Florida Virtual School has successfully implemented statewide programs in 16 states, including the New Hampshire program, Virtual Leadership Academy Charter School (VLACS). FLVS has the experience necessary to ensure a successful implementation and ongoing operation. FLVS will provide:

 

  • Assistance with policy, procedure and guidance for startup statewide distance-learning entities.
  • Course content for virtual courses as determined by needs assessments
  • Virtual Leadership professional development program for three partner members
